There is still help for those homeowners who are underwater. Florida's Hardest Hit Principal Reduction Program has reopened for applications. 

Last Thursday, the Florida Hardest Hit Principal Reduction Program reopened the application process for homeowners who are underwater with their mortgage.  A mere $102 million had been expended out of the $350 million allocation provided in 2010 and only 2,400 residents have been served to date.

Eligible homeowners who have remained current the last 24 months on their payments, and who owe at least 125% more on their home than its current market value, can receive up to $50,000 in assistance is provided to reduce the principal balance of the first mortgage, bringing the loan-to-value to no less than 100%.

Home prices up 1.9% over last year.
Market Pulse:In April, Home Prices Up 12.9% over Last Year   Standard and Poor's/Case-Shiller Home Price Index reported Nationwide home prices were up 12.9 percent on a year-over-year basis. It’s a market on the mend, with a 12.9 percent increase year-over-year.   Pending Home Sales Index (PHSI)   Other real estate news — the Pending Home Sales Index (PHSI), a good indicator based on signed contracts, increased 3.4 percent in March to 97.4 from an upwardly revised February level of 94.2.  The PHSI monthly increase reported by the National Association of Realtors was the first since June of 2013.

Jacksonville is one of the best places in the country to start a small business.
